Sonya Velasco
Owner & Chief Executive Officer
Ms. Velasco is responsible for IBSS’ vision and mission supporting our clients’ and employees’ success. With more than 30 years of management experience, she oversees all functional areas while developing and maintaining our long-term focus. Her work to instill continuous improvement processes has drastically transformed client organizations with increased information delivery. She has a B. Arch degree from Carnegie Mellon University, and Information Technology Infrastructure Library Service Manager Certification.

Bruce Arvand
President & Co-Founder
Mr. Arvand leverages his more than 30 years of leadership experience in the IT industry to actively contribute to our direction, management, and success. Under his management, IBSS has grown from a two-person, $80,000-revenue company in 1992 to a mid-sized company serving multi-million dollar contracts in the Federal Government marketplace. We have won many awards from Federal Government agencies including the SDB Contractor of the Year from the U.S. Department of Commerce. Bruce holds a B.S. degree in Electrical Engineering from the University of Maryland with subsequent studies at the Robert H. Smith School of Business at the University of Maryland.

Navid Rahimi
Chief Information Security Officer
Mr. Rahimi advances our services in cloud and web application technologies for NOAA. He has applied his innovative problem-solving skills for Defense and civilian clients during the past decade. His technical leadership has been vital for the success of many programs. He earned his B.S. degree in Computer Engineering from the University of Maryland.

Le Jiang
Vice President of ProTech Satellite and Chief Scientist
Dr. Le Jiang brings more than 30 years of experience spanning federal science programs, satellite remote sensing, weather and climate operations, technology development, and large-scale contract and portfolio management. He has served in senior roles including Chief Operating Officer, Vice President, Chief Scientist, Director, Program Manager, and Physical Scientist, with significant responsibilities and program budgets. Combining strong operational leadership with applied R&D, R2O, innovation, and business growth, his work has been deeply embedded across NOAA including
NESDIS and NWS and collaborating with the civil aviation sector in Weather-ATM integration. He earned his B.S. in Atmospheric Science and Ph.D. in Earth System Science.

Forest O'Neill
Vice President of Strategic Development for Fisheries, Oceans, and Atmospheric Sciences
With over 15 years of experience in science-focused federal contracting, Dr. O’Neill is responsible for driving growth, expanding strategic partnerships, and advancing our mission to deliver innovative solutions to federal agencies, including NOAA and beyond. Dr. O’Neill is passionate about fostering collaboration, developing talent, and cultivating partnerships with upcoming small businesses that offer the government efficient and best-value solutions. He earned his B.S. in Biology from the University of California, Santa Cruz; a Ph.D. in Biology from the University of California, Santa Barbara; and is a PMI certified Project Management Professional (PMP).
